Algeria and Mali: Dimensions of the Conflict and Its Impact on Regional Stability
Prepared by: Researcher Hassouni Mohamed Abdelghani

Algeria is one of the key regional powers in Africa, with a long history of experience in facing challenges and conflicts, both militarily and politically. In this context, the ongoing conflict between Algeria and Mali can be seen as an unwise attempt by certain parties seeking to provoke Algeria and destabilize its security. However, this conflict cannot be classified as a crisis in the traditional sense of international relations. Instead, it is an attempt by some parties to exhaust Algeria and weaken its pivotal role in the region.

In international relations, an "crisis" is typically defined as a situation where a conflict results in economic losses or a break in relations that affects the interests of both countries involved. However, in the case of Algeria and Mali, what is happening cannot be classified as a true crisis but rather a dispute that is part of a broader series of attempts aimed indirectly at targeting Algeria. Despite the attempts to provoke Algeria, the country remains the most trusted state in resolving regional problems, especially in Mali, where the warring parties have no other option but to turn to Algeria to resolve their internal conflicts.

This confirms that there is a security breakdown and catastrophe, as the insurgents serve external agendas and prioritize their own interests over those of their country.

On the other hand, it can be said that Mali is in urgent need of Algeria, whether in the context of political or security solutions. Algeria, with its long experience in resolving regional crises, remains the most credible and reliable option for the warring parties in Mali. However, it seems that there are third parties attempting to exploit Mali's fragile political situation to ignite a new conflict in the region that would require Algeria's intervention.

Investigations have proven that external parties seek to achieve their own interests in the region by exploiting Mali's political vulnerability to implement their agendas. These parties are trying to provoke Mali against Algeria. The parties pushing for conflict in southern Algeria view Mali as an effective tool to carry out these plans. Due to the weakness of its political and security system, Mali finds itself in a difficult position, forcing it to comply with the plans being imposed on it.

These parties aim to ignite a prolonged conflict in the region, seeking to fragment regional stability and undermine Algeria's role in fighting terrorism and enhancing regional security. In response to this situation, Algeria has demonstrated its high capacity to confront any such threats, proving its ability to manage crises strategically and thoughtfully.

Furthermore, it is well known that Algeria always prefers political solutions through diplomatic channels and seeks to avoid military escalation unless absolutely necessary. Nonetheless, Algeria holds many strategic cards that it can use if the situation intensifies. One of these cards is pressuring the Malian government to pay its outstanding debts, which exceed 400 million dollars. These debts represent a significant weakness in the Malian system, and failing to settle them would lead to internal tensions that could destabilize the political stability in Mali.

Additionally, Algeria can use influential economic cards that align with international agreements. If Mali continues to escalate, Algeria could turn to the International Court of Justice to impose economic sanctions on Mali, which would further complicate the country's economic crisis. In this context, Algeria would play a significant role in influencing the course of the crisis in Mali, especially if it manages to leverage its economic pressure tactics effectively.

Another strategic card that Algeria can use is the repatriation of illegal Malian migrants to their country, along with tightening border surveillance. This decision would have a significant impact on the Malian government, as it would contribute to increased poverty and crime rates at a sensitive time. On the other hand, Algeria could halt humanitarian aid that about 40% of the Malian population depends on. This measure would increase the economic burdens on the Malian government, forcing it to confront further social and economic challenges.

Algeria has the capacity to implement these measures without causing direct security escalation, which makes it unnecessary for the country to resort to military solutions. While Algeria primarily seeks to resolve the conflict peacefully, the cards it possesses place it in a strong position that allows it to control the developments of the conflict.

In conclusion, Algeria does not perceive the current crisis with Mali as a serious threat, as it possesses the ability to deal with the situation strategically and balanced. The situation in Mali does not constitute a real crisis for Algeria, but rather an attempt to provoke Algeria and advance the interests of external parties. Nevertheless, Algeria remains committed to diplomatic solutions, and if necessary, it has many cards that it can use to impose solutions that serve its regional interests. Algeria will always remain at the forefront of countries defending national sovereignty and regional stability, and its ability to resist any attempts to influence its foreign policy will remain firm and effective.
