In many societies, whether developed or developing, political loyalty remains a significant factor influencing individuals' retention in their governmental and administrative positions. At times, loyalty to political authority or ruling leadership supersedes the standards of competence and achievement, leading to the entrenchment of unprofessional practices within governmental institutions. Political loyalty, sometimes imposed as an unspoken condition, is a phenomenon that weakens state performance over the long term and reduces the effectiveness of its institutions. This article reviews the impact of this phenomenon on governmental institutions and its effect on administrative performance, along with possible solutions to address this issue.

Political Loyalty: Concept and Origins
Political loyalty refers to an individual's allegiance or unconditional support for the ruling political leadership, whether it be a government or a political group, as an informal condition for retaining a job or securing promotions. This type of loyalty surpasses professional standards related to competence and the ability to accomplish tasks. In many political systems, employees face social and political pressures that encourage them to adhere to the prevailing political ideologies, even when these ideologies conflict with professional work standards or individual performance.

This phenomenon primarily emerged in political systems that rely on absolute loyalty to the ruling regime, where administrative positions are granted based on political loyalty rather than competence or professional experience. This behavior has accumulated in many non-democratic regimes but can also occur in democratic systems with weak oversight institutions.

Negative Effects of Political Loyalty on Institutions

Weakening Professional Competence:
When employees are required to demonstrate loyalty to political leadership rather than focus on professional performance, the quality of governmental work diminishes. Individuals are chosen based on their political loyalty, leading to the appointment of unqualified employees in high positions, adversely affecting the quality of public services.

Spread of Nepotism:
Political loyalty leads to favoritism towards individuals who align with the political stance, sidelining others who may possess higher competence. This nepotism reinforces administrative corruption, where individuals supporting political leadership are preferred, while more experienced competencies that do not align with political agendas are marginalized.

Deterioration of the Administrative System:
The intertwining of political loyalty with administrative work often leads to a lack of clarity in the administrative structures within institutions. Political leadership becomes involved in daily administrative decisions, weakening the independence of the administration and opening the door to undesirable interventions. This situation hinders the development of government administration and limits its ability to implement reforms.

Reinforcing Corruption:
Loyalty to political leadership fosters an unhealthy environment within institutions. Employees seeking to maintain their jobs may engage in illegal or unethical practices, such as manipulating data or covering up mistakes, simply to please political leadership and retain their positions.

Political Loyalty and Governmental Institutions' Effectiveness
Political loyalty significantly affects the effectiveness of governmental institutions. When political loyalty is favored over competence, administrative performance is weakened. Institutions that depend on political loyalty suffer from several issues, including:

Lack of Innovation and Creativity:
Institutions that prioritize political loyalty over professional competence lack individuals capable of critical thinking and innovation. Individuals following the same political direction are often promoted instead of those who bring new and innovative ideas.

Absence of Accountability and Transparency:
Institutions managed according to political loyalty witness weak accountability. Employees who align with political leadership are not held accountable for their mistakes or shortcomings. This increases the likelihood of corruption and diminishes the effectiveness of government operations.

Distorted Relationship Between State and Society:
When citizens feel that employee appointments and promotions depend on political loyalty rather than actual performance, it creates a gap between the state and society. This negatively impacts public trust in the government and exacerbates feelings of resentment among different societal groups.

Possible Solutions to Address the Phenomenon

Implement Strict Professional Standards:
Governments and institutions should establish clear professional standards for selecting and promoting employees based on performance and competence. These standards should include objective and transparent evaluations while reducing the influence of politics on professional decisions.

Reform Oversight Systems:
It is essential for institutions to adopt effective oversight mechanisms to ensure that the hiring and promotion processes are based solely on professional standards. There should be a clear distinction between political and administrative roles to ensure the independence of the administration.

Enhance Transparency in Administrative Work:
By promoting transparency in administrative transactions and decision-making, societies can ensure that public jobs are awarded based on competence, not political loyalty. All administrative procedures and matters should be subject to auditing and review by independent bodies.

Institutional Culture Based on Competence:
Institutions should promote a culture based on performance and competence, rewarding employees for their professional achievements rather than political loyalty. This will help improve the quality of public service and reduce nepotism and corruption.

Conclusion
Loyalty to authority or political leadership as an unspoken condition for job retention reflects a structural crisis in many governmental and administrative systems. Prioritizing political loyalty over professional competence leads to the deterioration of institutions and the growth of corruption. To address this phenomenon, it is crucial to enhance the professionalism of public administration, achieve institutional independence, and activate oversight mechanisms to ensure the implementation of competence and transparency standards. By doing so, the effectiveness of governmental institutions can be improved, and public services can be delivered more equitably and efficiently.​
