Algeria: Strengthening the Knowledge Economy through the Creation of 20,000 Startups
Prepared by Researcher Hassouni Mohamed Abdelghani

Algeria, through the implementation of a number of strategic initiatives, is striving to gradually transition to a knowledge-based and innovation-driven economy by 2029. These initiatives reflect a deep national will to achieve a comprehensive economic transformation that enables the country to harness its human and technological resources amid global changes characterized by speed and continuous development. One of the key initiatives is the plan to create 20,000 startups, which is considered a pivotal step toward building an economic system based on innovation across various sectors, while also contributing to enhancing the national capabilities in entrepreneurship and technology.

Promoting and expanding the scope of startups is one of the most important goals Algeria aims to achieve in the near future. These startups represent a primary engine for diversifying the national economy, especially in light of the global challenges Algeria faces economically. To achieve this goal, it is essential to diversify the tools of innovation financing, which is a key step to accelerate the establishment of these businesses, as well as improve their quality and sustainability. Innovation financing is not only about supporting new projects, but also about ensuring sustainable funding to help develop and expand them, especially in light of trends toward facilitating access to global markets.

Innovation is one of the main foundations for achieving sustainable economic growth in Algeria, especially in sectors that rely on research and development. Undoubtedly, emerging institutions in Algeria have proven their ability to develop innovative solutions, including those related to technology and manufacturing industries. These projects highlight the immense potential Algeria has in the field of innovation, where these innovative solutions can be employed to improve productivity and enhance the competitiveness of Algerian products globally.

To ensure the sustainability of these emerging institutions, it is essential to integrate national competencies into the digital transformation process. The challenge facing Algeria lies in enhancing technological sovereignty, in line with global developments in this field. This requires utilizing the available human resources in Algeria and directing them towards scientific research and advanced technology, alongside providing necessary training and qualifications to prepare young Algerians to keep up with rapid transformations in the digital world.

The launch of 5G mobile technology in Algeria is one of the most significant steps taken in this context, with expectations of having a major positive impact on the local ecosystem. 5G is not only a tool for improving communication quality, but it also serves as a platform for developing various technological solutions in vital sectors such as health, education, and industry. This technological development can contribute to enhancing digital infrastructure and strengthen Algeria’s ability to interact with the global digital economy.

To activate this shift towards a knowledge-based economy, Algeria must take practical steps, including supporting research and development in the economic sector, strengthening the ability to transfer and protect technology through strong intellectual property protection laws. Additionally, creating an incubating environment for innovators and developers by enhancing innovation financing mechanisms and facilitating access to venture capital can contribute to strengthening Algeria’s position in the global economy.

Regarding agriculture and the agricultural sector, Algeria has launched two major initiatives aimed at enhancing this sector through innovative technological solutions. The first initiative is AgriFabLab, which aims to support innovative technological solutions by establishing a modeling center in southern Algeria. This initiative aims to create an incubating environment for innovation in smart agriculture and enhance Algeria's ability to improve its agricultural production using modern technology. The second initiative is Algerian Agripreneurs, which aims to train and support young entrepreneurs in the agricultural sector, with a focus on strengthening food security in the country. This initiative reflects growing interest in the agricultural sector and emphasizes the need to promote innovation to improve agricultural productivity and meet local market needs.

These steps being implemented represent Algeria’s actual commitment to building a new economic system based on innovation and knowledge. These initiatives also open wide horizons for young Algerians aspiring to entrepreneurship, contributing to supporting the national economy amidst the current challenges. Through these efforts, Algeria aims to build a sustainable economy that ensures citizens' well-being, strengthens the country’s ability to confront future economic challenges, and enhances its position regionally and globally.

In conclusion, these initiatives are an important step towards achieving the desired economic transformation, one based on knowledge and innovation, which forms the foundation for building a strong and sustainable economic future. This future will enhance Algeria's ability to interact with the global digital economy and contribute to achieving the country’s sustainable growth.
